State of Hawaii Releases Business and IT/IRM Transformation Plan - 10-4!

On October 4, 2012, my Governor and I released the State’s first-ever Business and Information Technology and Information Resource Management (IT/IRM) Transformation Plan.  It is a comprehensive, holistic, 7-phase, 12-year plan spanning 20 areas of Business and IT/IRM transformation and comprised of 5 documents:  Executive Summary; Governance, Business and IT/IRM Strategic Plan, Enterprise Architecture and Projects.  

It is 1432 pages long with a 9-page executive summary.   This 2-year effort was completed in a year with a statewide collaborative effort (including NASCIO and Federal CIO Council).  The only redacted areas are Detailed Cost (other than a number indicating 2.5% average annual IT/IRM investment requirement of a $ 11 Billion anual State budget), security vulnerabilities, law enforcement radio sensitivities and lighter treatment of Human Capital Consolidation of IT into a Department of IT.   The State of Hawaii is a $ 11 Billion enterprise with 1.4 Million residents, 41, 000 state employees aross 18 Department with 36 Lines of Business and 220 Business Functions/Services.
IT is about 1.4% of the annual State Budget and we have 743 legacy systems that are up to 30 years old.

In the spirit of Open Government, our comprehensive plan is being openly published on our new, "responsive-design" website at URL:  http://www.hawaii.gov/oimt.  We acknowledge the support of all NASCIO members in incorporating best practices and lessons learned.

We have also joined the Open Data Movement - our website http://data.hawaii.gov is live.

We are sharing our work with NASCIO to advance the State of Hawaii ever forward in our mutual pursuit of excellence.  Comments and suggestions are welcome as we strive to improve and learn from and help each other.
