Despite the ongoing battle surrounding the legality of the Patient Protection and Affordable Care Act (ACA), for a limited time, states still have the opportunity to receive enhanced federal funding to upgrade Medicaid eligibility and enrollment systems. Even better, by way of an exception to the Office of Management and Budget’s (OMB) Circular A-87 Cost Allocation Waiver released in August 2011, human services agencies can now piggyback on this enhanced rate.
