As procurements are delayed, specs are left collecting dust

It is no secret that state and local IT projects are often held up for a variety of reasons. Whether it’s lack of funding, disagreement over costs, or snags in the approval process, one major casualty is typically unavoidable: project specifications. Projects often require a consultant to develop specifications following a review process, or a project manager or team to develop specifications based on the needs of an agency. The development of these project specifications may take months or longer, and in some cases are created prior to outright project approval. When this happens, specifications can slowly become outdated while approval is delayed.
