NeHC’s Health Information Exchange Roadmap: The Landscape and a Path Forward offers stakeholders a clear picture of efforts being undertaken by both the public and private sectors to create and implement the key building blocks that will allow for truly interoperable HIE. It also provides an understanding of how these diverse approaches in fact fit together into a cohesive strategy for nationwide HIE, and suggests a four phase roadmap to help HIE initiatives make progress and become sustainable.

Leading HIE organizations, regional and national networks, and government agencies are using a variety of approaches that leverage national standards to exchange information electronically to improve patient care, achieve efficiencies and realize cost savings. Examples highlighted in the Roadmap include the Care Connectivity Consortium, HealthBridge, Indiana Health Information Exchange, Inland Northwest Services, Kaiser Permanente, MedVirginia, North Carolina Healthcare Information and Communications Alliance, Rhode Island Quality Institute and Surescripts. These organizations emphasize critical success factors including: focus on the patient, build trust with stakeholders and exchange partners, bring value to the participants, be flexible and responsive to community needs.

The Roadmap provides a path forward for those committed to making progress toward HIE. It sets forth a four phase process: (1) HIE objectives and vision, (2) market assessment, (3) strategy development and (4) strategy implementation. These phases and the steps within them are intended to help healthcare organizations that may be at different stages along a continuum leading to full interoperability and widespread HIE
