Welcome to 2014 Weekly WHAT Readers!  Since NASCIO hasn’t sent me to CES, I suppose I have time to share one or two of the things you may have missed over the holidays.

New National Infrastructure Protection Plan Released

As offices emptied the Monday before Christmas, the Department of Homeland Security released an updated version of the National Infrastructure Protection Plan (NIPP).  Perhaps the most important takeaways is an emphasis on baking cyber security into national critical infrastructure protection planning, and a shift away from hardening and toward calculated risk management and mitigation.  The new NIPP, resources for state and local governments, and more can be found here.


These changes should be beneficial to those who are trying to secure state systems.  The most recent revision was in response to Presidential Policy Directive 21 on Critical Infrastructure Security and Resilience, which puts greater emphasis on the need for risk mitigation and cyber security.  Key state and local stakeholders, including NASCIO, were consulted on the rewrite.

Spending Continues to Drive Congressional Agenda

While a budget deal is complete, House and Senate appropriations leadership are now scrambling to create an omnibus spending package that fits within the $1.012 trillion cap.  Congress must act prior to January 15--either by passing an omnibus spending bill or another continuing resolution--to avoid another government shutdown.  With no public draft released 5 days out, a short-term continuing resolution to fill the gap is becoming increasingly likely.
